Sunroad's Commercial Development (drawing above) at 460 Hacienda Drive was unanimously denied by Vista's Planning Commission on May 19, 2020, on the grounds that the development exceeds greenhouse gas emissions as stated in Vista's Climate Action Plan and the California Environmental Quality Act (CEQA). The Planning Commission also had concerns about the intensity for the site, the building design and placement, the noise generated by the car wash, traffic driving through the residential neighborhood to the east, and light coordination with SR-78. Sunroad was unwilling to consider a modified plan.

Sunroad has paid $500 to appeal Planning Commission' decision to Vista's City Council. The appeal is being heard on June 23, 2020. You can write your opinion and ask for it to be read during the virtual meeting. Email your letter to publiccomments@cityofvista.com.


Sunroad Plaza Commercial Project

460 Hacienda Drive, Vista

  • Four drive-through businesses (Panera, Chick-Fil-A, Starbucks, TBD) plus a self-service carwash
  • 4.12 acres at corner of Vista Village Drive and Hacienda Drive
  • Zoned Commercial (C-1) [1]
  • Bordered by SR-78 (north), Vista Village Drive (west), Food4Less (south), and lots zoned Estates Residential (E-1)[2] (east and south)
  • Requires Special Use Permit for drive-through businesses
  • 10,000+ daily trips added to the roadways
  • 1,185 metric tons of carbon dioxide generated


PREVIOUS NEIGHBORHOOD ACTION STOPPED A HOTEL DEVELOPMENT AT 536 MATAGUAL DRIVE

We did not want a hotel in our neighborhood at 536 Matagual Drive for these reasons:

  • The proponent (developer) did NOT show evidence that these requirements were met: Public necessity, Convenience, Welfare, AND Good Zoning Practice (from Municipal/Development Code 18.80.010)
  • Increased traffic
  • Lower property values
  • Loss of green space
  • Four-story buildings don't belong next to homes on 1/2-acre lots
  • Hotel guests have no stake in our neighborhood
  • The National Human Trafficking Hotline warns that hotels and motels are prime sex trafficking sites, and Gov. Jerry Brown signed a law in September, 2018, requiring hospitality workers to be trained to recognize the signs of human trafficking.
