Hotel Guests Have No Stake in Our Neighborhood

  • Homeowners research the quality of life, amenities, traffic, roads, and safety of a neighborhood before buying homes. We check Arjis/CrimeMapping.com, and we look a sex offender registries. We expect that a neighborhood will maintain its qualities when we purchase a home there. Then we invest hundreds of thousands of dollars in our future.
  • Hotel guests have no requirement to register as a sex offender when they stay at a hotel. Our children could be walking to school past an unregistered sex offender.
  • Hotel guests don't care if traffic has increased on our residential roads, nor do they care if they attract a completely different energy to our rural area. Their residence is temporary, and they can choose to never come back.

San Diego has a gang-related sex trafficking problem beyond anyone's imagination

  • Excerpt from The Nature and Extent of Gang Involvement in Sex Trafficking in San Diego County by Ami Carpenter, PhD and Jamie Gates, PhD:

"Location: Commercial sexual activity has moved off the streets and into hotels, casinos and residential brothels. We mined law enforcement data for location of prostitution, pimping and pandering arrests to identify locations where commercial sexual activity is most common. In 2013 for example, the majority of arrests took place in just 13 locations, 10 of which were hotels. Facilitators also reported that hotels/motels are the most common site of CSA, in addition to casinos, and private homes. This pattern of activity is associated with concerted efforts by San Diego Police Department that targeted the most visible forms of street prostitution, e.g. El Cajon Blvd in 2011, and the desire by facilitators to avoid law enforcement by 'staying off the street'." https://www.ncjrs.gov/pdffiles1/nij/grants/249857.pdf
